LONDON – European security officials said Wednesday a terror plot to wage Mumbai-style shooting sprees in Britain, France and Germany is still active and that sites in Pakistan where the threat was intercepted two weeks ago — are being scoured for al-Qaida operatives. The plot was still in its early stages and not considered serious enough to raise the current terror threat level, officials said. Still, the Eiffel Tower in Paris was briefly evacuated Tuesday, the second time in the past week because of an unspecified threat, and police were on alert in Britain and France."This plot was in its embryonic stages," a British government official who spoke on condition of anonymity because of the sensitivity of his work told The Associated Press on Wednesday. "This one has preoccupied us more than others in the past few weeks — and it is still active — but it has not raised enough alarms to change our security threat level."

ALBUQUERQUE, N.M. – Five weeks to Election Day, President Barack Obama is trying to rekindle some of his 2008 campaign magic on college campuses while also devoting more time to a relatively new format of backyard visits that give him time to explain his policies in cozy, unhurried settings. The two-step strategy, which will play out in four states Tuesday and Wednesday, confronts Democrats' two biggest needs: to pump enthusiasm into young supporters who may stay at home this fall, and to persuade undecided voters that Republican alternatives are unacceptable.Obama was in Albuquerque on Tuesday for the first of three backyard meetings with voters this week. He has recently embraced this form of intimate-but-televised event to defend and explain his record on the economy, health care and other topics.

WASHINGTON – President Barack Obama started the school week Monday with a call for a longer school year, and said the worst-performing teachers have "got to go" if they don't improve quickly.Bemoaning America's decreasing global educational competitiveness, Obama sought in a nationally broadcast interview to reinvigorate his education agenda. At the same time, the president acknowledged that many poor schools don't have the money they need and he defended federal aid for them. But Obama also said that money alone won't fix the problems in public schools, saying higher standards must be set and achieved by students and teachers alike.Asked in an interview if he supported a year-round school year, Obama said: "The idea of a longer school year, I think, makes sense." He did not specify how long that school year should be but said U.S. students attend classes, on average, about a month less than children in most other advanced countries.

WASHINGTON – If anyone is scorned as much as Democrats these days, it's Republicans — the party that may recapture the House and perhaps the Senate in November's elections.
Yet Democrats trying to exploit the GOP's unpopularity in hopes of hanging onto control of Congressface a problem: People who dislike Democrats seem ready to vote in greater numbers than those with little use for Republicans. In an Associated Press-GfK Poll this month, 60 percent disapprove of the job congressional Democrats are doing — yet 68 percent frown on how Republicans are performing. While 59 percent are unhappy with how Democrats are handling the economy, 64 percent are upset by the GOP's work on the country's top issue. Just over half have unfavorable views of each party.

STERLING, Va. – Pushing toward big gains on Nov. 2, House Republicans promised to end a slew of Democratic policies and restore Americans' trust in government as they rolled out a campaign manifesto designed to show they're listening to an angry public and are focused on creating jobs."The land of opportunity has become the land of shrinking prosperity ... Our government has failed us," Rep. Kevin McCarthy of California declared. "We will take back our country. We will restore for a better future. This is our pledge to you."At a hardware store in suburban Washington, senior House Republicans in shirt sleeves showed off the 21-page document they say would guide them should they gain a majority of seats in the midterm balloting five weeks away.

WASHINGTON – President Barack Obama once told Democratic lawmakers they'd be proud to campaign on historic health care legislation. Six months later, the only Democrats running ads about it are the ones who voted "no."Now, with crucial midterm elections approaching, the White House is preparing to use the law's six-month anniversary to reintroduce it to skeptical voters and trumpet new reforms that are taking effect, such as new coverage for preventive care and young adults and a ban on canceling insurance for someone who falls ill.

With the economy clearly the big issue on voters’ minds, Democrats and Republicans alike are ramping up the rhetoric with only six weeks to go before critical midterm elections that will determine who controls Congress.Yet Americans surveyed in the first of a series of ABC News/Yahoo! News polls, released early Tuesday, have a message for both sides: Many respondents — including a clear majority of independents, who have provided the critical swing votes in many recent elections — have little confidence in either party’s ability to do more for the economy.

WASHINGTON (Reuters) – The recession ended in June 2009, making it the longest downturn since the Great Depression of the 1930s, the National Bureau of Economic Research said on Monday. The NBER, considered the arbiter of U.S. recessions, said it chose that month based on examination of data including gross domestic product, employment and personal income.
The group's business cycle dating committee, composed of academic economists, is notorious for taking its time in declaring the start and end of recessions. The committee said it waited to make its decision this time because it wanted to review revised data on national income, released August 27, to get a clearer reading on the path of economic output in 2009.

The men are being questioned at a London police station and have not been charged. Police said an initial search of that business and other related properties has not uncovered any hazardous items.

TEHRAN, Iran – Iran freed an American woman on $500,000 bail Tuesday, more than a year after she was detained along the border with Iraq. However, authorities said they were not considering the immediate release of the two companions arrested with her. The release of 32-year-old Sarah Shourd followed days of conflicting statements by Iranian authorities on whether she would be let go. The decision got mired in internal political feuds among Iran's leadership and questions over whether the family could raise the bail money and if it did, would the payment violate sanctions against Iran. Shourd's lawyer said she would travel first to the Gulf state of Oman — about a two-hour flight from Iran_ where her mother already was waiting or her. She was expected to leave on Tuesday.

WASHINGTON – Treasury Secretary Timothy Geithner said Monday the administration is encouraged to hear Republicans say they would support President Barack Obama's plan to extend tax cuts to the middle class.Geithner said in a speech that the administration would welcome the GOP votes. The Obama administration has proposed extending the 2001 and 2003 Bush-era tax cuts for the middle class. But it would let the tax cuts for the top 2 percent of taxpayers expire at the end of this year.House Minority Leader John Boehner, R-Ohio, said Sunday that he would vote for Obama's tax plan if that were the only option available to House Republicans.

NEW ORLEANS – In an internal report released Wednesday, BP blames itself, other companies' workers and a complex series of failures for the massive Gulf of Mexico oil spill and the drilling rig explosion that preceded it.The 193-page report was posted on the company's website even though investigators have not yet begun to fully analyze a key piece of equipment, the blowout prevtenter, that should have cut off the flow of oil from the ruptured well but did not. That means BP's report is far from the definitive ruling on the blowout's causes, but it may provide some hint of the company's legal strategy — spreading the blame around between itself, rig owner Transocean, and cement contractor Halliburton as it faces hundreds of lawsuits and possible criminal charges over the spill. Government investigators and congressional panels are looking into the cause as well.

WASHINGTON – President Barack Obama will call on Congress to pass new tax breaks that would allow businesses to write off 100 percent of their new capital investments through 2011, the latest in a series of proposals the White House is rolling out in hopes of showing action on the economy ahead of the November elections. An administration official said the tax breaks would save businesses $200 billion over two years, allowing companies to have more cash on hand. The president will outline the proposal during a speech on the economy in Cleveland Wednesday.Amid an uptick in unemployment to 9.6 percent, and polls showing that the November election could be dismal for Democrats, Obama has promised to propose new steps to stimulate the economy. In addition to the business investment tax breaks, he will also call for a $50 billion infrastructure investment and a permanent expansion of research and development tax credits for companies.

BUXTON, N.C. – Hurricane Earl packed winds near 140 mph as it blew toward North Carolina on Thursday, putting the Eastern Seaboard up to Maine on alert for a Labor Day weekend pounding by waves, gales and rain. A hurricane warning for the tip of Massachusetts, including Nantucket and Martha's Vineyard, joined earlier warnings and watches for hurricanes or tropical storms that stretch from North Carolina up to near the Canadian border. Earl was a dangerous category 4 storm with no significant change in strength forecast before it comes close to the Outer Banks late Thursday, then turns north in rough parallel to the coast, the National Hurricane Center in Miami said.
